Ground beef and sliced onion should be cooked together in a large skillet over medium heat. Rinse the water out of the pan and put it back in.
To the skillet, combine the tomato paste, ketchup, salt, and pepper.
Reduce heat to low enough to maintain a simmer. Turn down the heat and simmer for another 10 minutes.
Half of the ground beef mixture should be placed in a 9-by-9-inch baking dish. Add a cup of shredded cheese on top. Iterate until all layers are complete.
Break open the biscuits and arrange them in a ring around the perimeter of the serving plate.
Spread biscuits with melted butter using a pastry brush. Garnish with minced garlic and chopped fresh parsley.
Biscuits should be baked at 350 degrees for 12-15 minutes, or until the tops are brown.
