For the Sweetened Coconut Milk:

Instructions
Prepare the Sweetened Coconut Milk:
In a saucepan, combine the sweetened condensed milk and water.
Stir well until fully combined.
Place the saucepan over medium heat and bring the mixture to a gentle simmer.
Let it simmer for about 5 minutes, stirring occasionally.
Remove from heat and set aside to cool.
Make the Pandan Flavored Gems:
In a mixing bowl, combine the pandan juice and rice flour.
Stir well until a smooth batter is formed.
If desired, add a few drops of green food coloring to enhance the color.
Set up a large strainer or sieve above a container filled with ice-cold water.
Cooking the Pandan Flavored Gems:
Pour the pandan batter into the strainer/sieve and gently tap or shake it to allow small droplets to fall into the ice-cold water below.
The droplets will form small gems as they hit the cold water, resembling green rain.
Repeat the process until all the batter has been used.
Assemble the Khao Lod Song:
Divide the sweetened coconut milk among 8 serving bowls.
Add a desired amount of caramelized sugar or palm sugar to sweeten the coconut milk further, if desired.
Scoop a generous amount of the pandan flavored gems and place them on top of the coconut milk in each bowl.
Serve the Khao Lod Song chilled.
