Instructions
In a bowl, combine the chili powder, smoked paprika, garlic powder, onion powder, cumin, salt, and black pepper. Cut the chicken breasts into small pieces and toss in the seasoning mixture until evenly coated.
Heat 2 tbsp of olive oil in a pan over medium-high heat. Add the chicken and cook until browned and cooked through, about 5-7 minutes. Remove from heat and set aside.
In a separate bowl, combine the all-purpose flour, baking powder, and salt. Slowly add the water, stirring constantly, until a soft dough forms.
On a floured surface, roll out the dough into thin circles (about 5-6 inches in diameter). Use a fork to prick the dough all over.
Heat oil in a deep frying pan or pot over medium-high heat. Once hot, add the dough circles one at a time, frying until golden brown (about 1-2 minutes per side). Remove from the oil and place on a paper towel-lined plate to drain.
Assemble the salbutes by adding the cooked chicken and toppings of your choice on top of the fried dough circles.

Tips and Tricks
To make the dough easier to roll out, allow it to rest for 10-15 minutes before rolling it out.Use a tortilla press instead of a rolling pin to make the dough circles more uniform in shape. If you don't have a deep-frying pan or pot, shallow frying in a regular pan will work as well.
